This photograph is of six years old, Damien Cash Begay, from Black Mesa, Arizona. He is sitting on a curb holding a sign that says: "Water is Life" outside the Navajo Nation Council Chambers before the special session to decide the fate of the Navajo-Hopi Little Colorado River Water Settlement, commonly known as S 2109. The House version of the legislation is known as HR 4067.

The photo was taken on Thursday morning by his grandmother, Caroline Johnson. Over hundred grassroots Navajo tribal citizens traveled to Window Rock, Arizona, where the Navajo Nation is headquartered.

“He's participated from cradle board to present in this water movement,”

reports his proud grandmother.

S 2109 has faced stiff opposition from grassroots groups since the legislation was introduced by US Senator Jon Kyl on February 14. Damien's grandmother has been involved in water rights for several years.

After several hours of debate, the Navajo Nation Council voted on Thursday afternoon by a vote of 15-6 to reject the water settlement.
