BISMARCK, NORTH DAKOTA Funeral services for Dr. Alyce Spotted Bear, the former tribal chairwoman of the Three Affiliated Tribes, the Mandan, Hidatsa, and Sahnish, will take place today in Twin Buttes, North Dakota today. Dr. Spotted Bear walked on last Tuesday, August 13 after a fight with cancer. She was 67.
Dr. Spotted Bear was elected to serve as chairwoman of the Three Affiliated Tribes in November 1982 and served until March 1987.
During the Spotted Bear administration, she accomplished many things, but two in particular stand out. Her administration changed how tribal government worked. They held a Secretarial Election to change the Constitution. Through a constitutional revision, the people of the Three Affiliated Tribes voted to reassert the tribal business council's authority to exercise jurisdiction over the reservation and its people.
Secondly, following the flooding of our homelands, the Spotted Bear Administration worked for "just compensation." They were able to get the JTAC (Joint Tribal Advisory Committee) Bill introduced into Congress just before her term ended. Other Administrations were able to build on what they accomplished.
Dr. Spotted Bear was foremost an educator. She earned her bachelor and master degrees in education from Dickinson State College, and Pennsylvania State College, respectively, and completed coursework for a PhD in Education at Cornell University.
Her professional positions included school superintendent of Twin Buttes Elementary School, high school principal, federal programs manager and college instructor/administrator.
Most recently, she was appointed by President Obama to serve on the National Advisory Committee on Indian Education. Her term on this committee was for the term of his office.
At the time of her passing, she was vice president for Native American Studies at the Fort Berthold College in New Town, North Dakota.
Services for former Chairwoman Spotted Bear will be held today at 10:00 am in Twin Buttes at the Twin Buttes School.
Chairman Tex Hall has ordered tribal flags be flown at half mast until Chairman Spotted Bear's funeral is over.
